Terms of Reference

 

These one day training events aim to:

  • Identify the wide range of behaviours involved in domestic abuse and a common definition

  • Recognise different attitudes and myths in relation to domestic abuse and individual & organisational responses

  • Explore the barriers to seeking help and strategies to reduce them

  • Review practice in relation to identifying the needs of, and supporting, parents and children

  • Understand the relationship between the abuse of adults and that of children

  • Understand how people of all ages are affected by domestic abuse

  • Increase the reporting of incidents of domestic abuse, and reduce the number of repeat incidents


The day includes interactive training elements to explore the issues surrounding domestic abuse and a full set of associated hand outs for the day is included in the fee.

The cost of this one day course is £25 this includes lunch, liquid refreshments, hire of the venue and the reproduced handout booklet.

Terms of Reference

1. Definition of Domestic Abuse

Domestic violence is usually defined as physical, emotional, and sexual and other abuse by someone (usually but not always a man) on a person (usually but not always a woman) with whom they have had some form of intimate relationship such as marriage in order to maintain power and control over that person.

Women’s Aid Definition of Domestic Violence.

Domestic abuse is experienced regardless of age, race, sexuality, culture, social class, and religion, physical and mental abilities. All members believe that domestic abuse is unacceptable and often a crime and that everyone have the right to live their life free from fear, intimidation and violence.

3. Purpose of Group

• To act as a sub group of the main Denbighshire Domestic Abuse and Personal Safety Forum, working effectively to educate and improve practice and approach to domestic abuse.

• To act as a group of representatives from all agencies/professional groups working across Denbighshire, committed to raising awareness and understanding of domestic abuse in the community, their own organisations and other agencies.

• To co-ordinate and develop single and multi-agency training, contributing to the development of a consistent response and approach.

• To train multi- agency trainers for the Basic Awareness Programme

• To share good practice and deliver quality training which is appropriate, accountable, measurable and efficient.

• To continually review and implement the provision of training, identify gaps and make recommendations for the development of future training programmes.

• To contribute to monitoring and the evaluation of training delivered on behalf of Denbighshire Domestic Abuse and Personal Safety Forum and comment on the effectiveness of its training programmes.

4. Membership

Membership is open to all relevant agencies who work in Denbighshire organisations that:-
• Have an agreed constitution or set of rules.
• Agree to accept the Forum’s aims and principles.
• Agree to accept the Forum’s Terms of reference
• Support the multi agency approach to working.
• Are willing to contribute to the facilitation and delivery of training.
• Are committed to contributing to improving understanding of abusive behaviours and reducing tolerance to domestic abuse.

The Training Sub Group aims to be inclusive and recognises the equal status of all partners. The group is open to representatives from both Statutory and Voluntary sectors.

The group recognises that all partners have a valued contribution to make to the work of the group. All members will have an opportunity to express their views or the views of the organisation they represent at the meeting.

5. Attendance

• Organisations will nominate their representatives
• Members who can not attend a meeting are welcome to send a substitute from their nominating organisation.
• Apologies for meetings, requests for information, and any papers necessary can be made to the Chair of the Sub Group.
• All people attending sub group meetings must respect confidentiality.
• Members who do not attend or send replacements for 3 consecutive meetings will be deemed to have resigned from the group.

6. Responsibility of the Agency’s Representative

• Members will be expected to attend the meetings and work collaboratively with other members of the group.
• Members will make arrangements within their agency/professional group to ensure communication of important issues raised within the Training Sub Group and to feedback to the Sub Group any relevant training issues raised from their own of other agencies.
• To contribute to the delivery of training and be willing to observe qualified trainers delivering training on behalf of the Forum before co-training with other members of the group. It is desirable for all trainers to achieve the ‘Certificate in Domestic Violence’ or equivalent.

7. Frequency of Meetings

• The group will meet on a bi - monthly basis, at a time and location agreed by the group. The group may decide to call additional meetings or postpone a meeting when necessary.

8. Administration

• Every effort will be made to circulate the agenda, minutes and papers at least 7 days in advance of the meeting.
• Minutes will be provided in an appropriate format.

9. Chair and Vice Chair

• The group shall appoint from its members a Chairperson and Vice Chair.

• The role of the Chair and Vice Chair will be reviewed every 12 months at the Annual Review.

10. Annual Review

• The terms of reference will be reviewed annually. This will take place at the training Subgroup meeting prior to the Main Forum’s Annual General Meeting.
